How to choose an MSSP in the UAE

What to check before you hire an MSSP or cybersecurity company in Dubai, Abu Dhabi or elsewhere in the UAE: regulatory fit, SLA terms, SOC or MDR.
By VigilbasePublished

To choose an MSSP in the UAE, start from the rules that apply to you and the security work you need done, then put the same questions to every provider: which tools they monitor, who responds and how fast under a written SLA, what they may change without your approval, where your logs and incident records are kept, and what evidence they give you for your regulator or government client. Lists of the best cybersecurity companies in Dubai rank providers for you; this guide gives you the questions to rank them yourself. It is buyer context, not legal advice.

Start with the rules that apply to you

UAE requirements depend on your emirate, sector, free zone and role. Map them before you write the brief, because they decide what you need a provider to evidence, where data may be kept and, in some cases, which providers can take the work. Your legal and compliance owners decide which rules apply.
1.UAE PDPL: Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data, in force since 2 January 2022, covers how personal data is processed and kept secure, data-subject rights and cross-border transfers.
2.UAE IA Standard: the UAE Cybersecurity Council develops it for government and non-government entities responsible for critical information systems.
3.Dubai ISR: DESC's Information Security Regulation sets the minimum information security controls for Dubai Government Entities and also covers consultants and contractors engaged with them.
4.DESC SOC Security Standard: compliance is mandatory for SOC providers that offer SOC services to Dubai government and semi-government entities.
5.ADHICS: the Department of Health Abu Dhabi mandates it for healthcare entities, and any entity that stores, processes or deals with health information from Abu Dhabi must comply with the applicable controls.
6.DIFC and ADGM: the financial free zones run their own data-protection regimes, the DIFC Data Protection Law (DIFC Law No. 5 of 2020) and the ADGM Data Protection Regulations 2021.

Decide what you are buying: MSSP, managed SOC or MDR

The labels overlap, so define the work rather than the name. An MSSP is an outside company that monitors and manages security systems for you, with services that range from managed firewalls to MDR and incident response. A managed SOC runs the security operations function for you: monitoring, investigation and response. MDR detects, investigates and responds to threats on your behalf, usually with analysts working from EDR and other telemetry. Ask each provider which systems it covers, whether it investigates or only forwards alerts, and whether response means it acts or tells your team what to do.

Ask for the SLA in writing

A provider's SLA should state its coverage hours, the response time for each priority, when the clock starts and what counts as a response. Compare tiers like for like, not a 24/7 headline against a business-hours contract.
1.Coverage hours: business hours only or 24/7/365, and what happens at weekends and on public holidays.
2.Response times for each priority, such as P0 critical and P1 high, and whether they are commitments or targets.
3.When the clock starts: on the alert, on acknowledgement, or once the provider has the access it needs.
4.What a response includes: advice, active mitigation, or a war room with senior incident leadership.
5.Escalation contacts, reporting frequency and how often the service is reviewed with you.

Agree who may act, and how each change is verified

Monitoring without authority to act leaves the work with your team. Agree which actions the provider may take on its own, which need approval and from whom, and which it must never take. Then ask to see a sample incident record: the evidence, the action, who approved it and how the result was verified. For a regulated UAE entity, that record is the evidence you can show an auditor or a government client.

Check where your logs and evidence will be kept

Ask where the provider stores logs, incident records and any personal or health data it collects, how long it keeps them, who can access them, and how you get them back if you leave. In Abu Dhabi healthcare, the ADHICS FAQ notes that data and health information related to health services provided in the UAE may not be stored, developed or transferred outside the country under Federal Law No. 2 of 2019. DIFC and ADGM entities should bring their own data-protection obligations to the same conversation.

Check the fit with the tools you already run

Most organizations already pay for endpoint, identity, email and edge security. Ask which of those tools the provider connects natively, which it only collects as raw logs, and which response actions it can run on each. A connection does not mean every response action is available. If a provider needs its own stack, count the migration work and the overlap with tools you keep paying for.

Check the provider itself

Ask for the contracting entity, where the team works, the service languages and whether on-site work is possible. Ask which certifications the provider holds and which are still in progress, and check any regulator list your engagement depends on, such as DESC's certified provider lists for Dubai government work. Ask for references you can call, and read the exit terms before you sign.

Where Vigilbase fits

Vigilbase runs managed SOC on Vigilbase OS, the cybersecurity operating system, over the security tools you already pay for. The Vigil agent investigates high-severity incidents, Vigilbase analysts handle exceptions, and you choose whether actions stay off, need approval, or run when they are low-risk and reversible. Live response actions run where Vigilbase OS supports them, Cloudflare today; elsewhere the investigation returns the steps for your team. Coverage follows the published SLA tiers: Core for business hours, Priority for 24/7/365 with a 30-minute P0 response, and Critical with immediate escalation and a 15-minute P0 response. Vigilbase is a Cloudflare Registered Partner, and our UAE office is at DIFC Innovation One, Dubai. Put the questions above to us as you would to anyone else.

Key Takeaways

✓Map the UAE rules that apply to you before you compare providers.
✓Define the work: monitoring, investigation and response, and on which tools.
✓Compare written SLAs: coverage hours, response times by priority, and when the clock starts.
✓Agree who may act without approval, and ask for a sample incident record.
✓Ask where logs, incident records and any health or personal data will be stored.

Frequently Asked Questions

What should I ask a cybersecurity company in Dubai?

Ask which of your tools it will monitor, who responds out of hours and how fast under a written SLA, which actions it may take without approval, how each change is verified, where your logs and incident records are stored, and whether it meets any DESC requirement your engagement depends on.Evaluate a managed security providerCoverage and incident response commitments

Which is the best cybersecurity company in Dubai?

There is no single best provider. The right one depends on the rules that apply to you, the tools you run, the coverage hours you need and how much authority you want to delegate. Put the same questions to a shortlist, compare written SLAs, and ask each provider for references.Evaluate a managed security providerDiscuss your scope with Vigilbase

Is a managed SOC the same as MDR?

Not exactly. A managed SOC runs the security operations function for you across your systems. MDR focuses on detecting, investigating and responding to threats, usually from EDR and other telemetry. Many providers sell both under different names, so compare the scope rather than the label.Security operations responsibilitiesManaged detection and response explained

Does a UAE regulator certify MSSPs?

Some schemes cover specific work. In Dubai, DESC certifies Cyber Force providers for incident response and penetration testing for government entities, and its SOC Security Standard is mandatory for SOC providers serving Dubai government and semi-government entities. How much does an MSSP cost in the UAE?

It depends on the systems covered, data volume and retention, coverage hours, and the investigation and response work included. Compare written proposals for the same scope.
